I stand to be corrected, but I think one should be able to cut, copy and paste effects, when in the effects chain.

I haven't yet investigated this situation, so please forgive me if 
the answer is obvious. In Reaper, is there a straight-forward way to 
reorder effects on a track or bus? Come to think of it, is there a 
way to copy effects and their settings from one track to other tracks?
