[Rwp] Reordering Effects?

The action list has actions for copying effects and effect chains from track to track. Rearranging effect is done using the screen reader’s drag and drop functionality on OS X not sure if there is a way in the Access plug in to do this or if it relies on the screen reader as well on windows.
