[Rwp] Reaper and elastic audio

The best thing for this is probably stretch markers. Unfortunately, 
these aren't accessible right now except for snapping specific stretch 
markers to the grid. I do have plans to make manual movement of stretch 
markers accessible with OSARA, but this obviously doesn't help you right 
now.
