They did. It's part of WDL wingui/virtwnd. They also wrote an 
accessibility wrapper using MSAA for Windows. The problem is that the 
Windows implementation is buggy/deficient, partly due to MSAA and partly 
due to bugs in their implementation. I can get at all of the stuff 
exposed on the Mac with NVDA object navigation in Windows, but only by 
hacking NVDA somewhat and I can't adjust those parameters. I understand 
why this is the case and I can confirm it looking at the code. I might 
have a chance of fixing it, but ideally, I'd need a sample WDL wingui 
application.

The other problem of course is that most Windows screen readers (other 
than NVDA and Narrator) don't really support the object navigation 
paradigm, so its usefulness is limited.
