SWS is an third party set of extensions or plug in for reaper that enhances its usability and workflow. The difference is SWS is a mainstream set of extensions not one developed for the blind or any specific group.  the www.reaperaccess.com <http://www.reaperaccess.com/> site has an explanation on this under the getting started page and some quick start scenarios to help get anyone up and going with reaper.
