[Rwp] Followup, and a few quick editting questions.

OK, so, I'm noticing something kind of weird when hitting j and k to read my meters.
First of all, let me explain what I did so that you all can completely understand my situation. I'm a big country music guy. So, I went on Youtube, and I found a karaoke version of Love Me by Collin Raye. Gr'r'rate! song, BTW. Anyway, I am using a fairly old sound card, an SB Audigy 2ZS, I will admit, on an XP machine. Don't ask, trust me, you don't wanna know! I have my reasons. Yes, I do have a Windows 7, and a Windows 8.1 machine. I just haven't yet gotten it installed over there. That's irrelevent though.
The point being, I used the "What You Hear" input, and created a track in Reaper with Ctrl+T. I named it "Music." Then, I hit F7 to arm it, then R to record. I then alt+tabbed back over to Internet Exploder, (oh, wait...) and played the video, whilst letting Reaper capture it through the what you hear source. This worked flawlessly, by the way. I should add too, that I'm using Direct Sound as my audio system. So, when I went to play back the recording, I'm hitting both j and k, and it's doing something really kind of odd, in my opinion. The meters are showing about -18DB to about a max of -15DB. This is incredibly acceptable level, but I'm curious why on earth if it's showing this, why then do I find that the audio is at a very very reasonable final mix volume? I know, at least in ProTools, that if I used -15, that would be extremely quiet. OK, it would be audible, but very low level. Because isn't the goal to go in really low, then use things like a compresser, or clip gain or something similar on the final master mix to then notch that level up to as close to 0DB as possible on the master over all mix? It seems from an audible standpoint that the level when I play things back is about equivalent of what I'd normally think of right around 0DB. Is it just that the way Reaper defines DB level is really that much different from PT? If so, Jesus Lord on high! this is gonna confuse me! I'm kind of wonderring if maybe by default, I'm actually viewing the output meters, not the input! meters. If that's exactly what it is, then how do I flip flop myself over to the input meters instead?
OK, so that concludes my followup. Now on to my editting questions.
I really only basically have three of them, and for any regular Reaper user, these should be quite easy for yall to answer.
So, let's say that I have made a selection. Doesn't really fully matter how I made it, just basically so that I did. I've not deleted it, or done anything really with it, but I have a range on the timeline selected. Let's now say that I need to listen to just the selected bit of audio. I'm noticing that if I hit space bar, it's playing from the point of my cursor, (and yes, I understand the difference in the cursor vs. the playhead.) Anyway, it's playing from the focus of my cursor onward, even past! the boundery of the selection. I'm even finding this to happen if after my end selection, we then transition into another item. So, in other words, say I hit S to split right at the very end of what I need selected. If I then drop my end selection with alt+shift+right bracket then select to the beginning of the project with shift+home, If I then hit space to play, it's playing from the beginning to the end marker I placed with alt+shift+right bracket, yes, but! it's also! playing past that point. What I want instead is for it only to play my selection within the two bounderies.
My second of the 3 questions is, can I audition a delete edit while ripple edit is on? So in other words, say I record myself saying, "the colors of the US flag are violet... oh crap, I didn't mean to say that... red, white, and blue." Now, I get, "Violet... oh crap! I didn't mean to say that..." selected. However, in doing so, I now need to before deleting, hear in realtime what it would sound like hypothetically if I was to cut out this bit of selected audio. Kind of like what ctrl+K does in SoundForge.
OK, final question, I promise! Let's expand a bit on my second question. Say that I notice that either the left or right sides of my selection are just a wee'ee'ee? bit? off. They're, pardon my language, damn close, but not? quite. How can I move each side of the selection in or out ever so slightly? Say the end of the selection is just a slight bit too far, so I need to move the end boundery just a tad little bit back to the left in the recording, or say, the left margin is just ever so slightly chopping off what I need to edit, so I need a little more audio at the beginning, therefore, I need to move the left beginning mark back just a few beats, or maybe even so little as a few ticks. This way, I can fine tune my selection to get it really tight, and get it just just right.
