Hey Ken,
Aha, you're using Reaper 4 then if you're seeing that behaviour. An
API string changed when they revamped stuff for Reaper 4 and it broke
the ReaAccess function to access the track context menu. A temporary
fix is to hit CTRL+Up a few times (3 presses works here), then
navigate to the desired track and hit your Application key as usual.
Worth noting that the context menus are very context sensitive, hence
why I made a point of saying navigate to the desired track before
attempting to get the menu you're looking for. As you've already seen,
hitting the Application key after making a move to the beginning will
get you a totally different set of contextual options in that menu, as
would navigating to an item instead of a track, as would a bunch of
other moves. There's a whole rabbity network to disappear into here,
not just a rabbit hole.
