[RWP] No inserting past but mixing past.

In reaper what you are looking for i believe is called item mix behaviour. If you want to control this for the entire project its in the project properties dialog which you can bring up with ALT+Enter. Go to the advanced tab and find item mix behavior, change it to Items always mix to get the desired effect.  However i will point out you are using a multi track application in reaper,  why not paste it on to a new track and that way you can control the volume leavel of each individually and have greater control over the mix?
