Are you using Window-eyes?
There is a known problem with ReaAccess and at least some versions of Window-eyes on 64-bit systems.

I am running an Allen – Heath Zed 10FX USB daw and the Allen – Heath’s sound card is already properly set up in Windows Sound and Recording as “USB Audio Codex.” So I skipped the Reaper sound card set-up and closed the program. I then installed the ReAccess program. I then once again invoked Reaper and temporarily lost Window-Eyes speech using DecAccess ;32. When my speech finally came back, I got a message on screen stating that Reaper had a problem loading native plugins; please close the program.
