Hi & Greetings from The Land Down Under
Just adding on to this...
Go to the Trak that your Flanger is on
Press the Letter I , this will bring up your Sends Return Dialog
Shift plust Tab three Times and you should hear...
Add New Receive
Press the Down Arrow and it will go thru all your Traks
When you get to the Trak with your music on just wait about one second and
it will add this to the Dialog
Now TAB and you will hear Delete "Name of Track"
TAB again & this will be the amount of signal being Sent to the Flanger...
Input what you wish
TAB again, this is the PAN parameter... input what you wish
Do the same for all the Traks that you wish to have the Flanger on.
When you have finished just hit ESCAPE to exit the Dialog, all values are
retained...
You can also do the same process on your music trak or your vocal traks,
just hit I to bring up the Send Return Dialog, however this time you will
need to TAB until you hear Add New Send...
Exactly the same process as before...
You can also use the Volume on the Trak that the Flanger is on to adjust the
overall level
Or, once having Selected the Flanger track Press Shift plus P to bring up
all the accessable parameters for the Flanger.

I am not a reaper user at the time, but I do have one suggestion. Usually a
track within FX on it is the one that receives the signal from the other
tracks. DFX track processes the signal that is incoming from other tracks,
therefore it receives the signal. I think, you can adjust the amount of
signal sent to that FX track dust, adjusting the amount of that effect on
that specific track if that makes sense. I may be wrong, but I hope I'm
right LOL.
