Someone a bit more experienced with Reaper than I may suggest something
better, but if you select the track for which you want to set the input
and then press Ctrl+Up Arrow until you hear "track N  property page"
(where N is the number of the selected track), you should be able to
press the Applications key and set your inputs as normal.  I'm using
NVDA, so other screen readers will speak the controls differently.
