[RWP] Some sliders won't increase value in effects window

I don't have an answer, but just wanted to reassure everyone that
VoiceOver specific posts are welcome here.

We only have a couple of regulars using VO and Reaper so far as I'm
aware, but both do check the list so hold tight and hopefully one of
them will chime in.
