[RWP] Very strange, shift+applications key not bringing up reaaccess sends/receives dialog

If that context menu went away in a Reaper before version 4,when it is 
generally agreed to have been broken, and you can figure out what broke 
it in your version 3.76, then you may be onto some kind of fix to get it 
back for all Reaper versions, do you think?
