[RWP] Very strange, shift+applications key not bringing up reaaccess sends/receives dialog

I just tried shift+applications key on Reaper 4.71, and it does nothing 
that a press of the applications key alone wouldn't do.
To access sends and recieves, while the desired track is selected, press 
the letter I to bring up the IO dialog, then tab to sends and recieves.
To get the applications key menu that broke with Reaper 4, hold ctrl and 
arrow up 3 spaces.
Then pressing the applications key alone successfully brings up the big 
menu with all kinds of recording options.
Sometimes that fix for the applications key menu works for the whole 
session in Reaper, but if it doesn't, it only takes a second to repeat 
the fix: ctrl+3 presses of up arrow.
