  Here is a more detailed  explanation of using CTRL+J as posted by Scot i 
believe it was not too long ago.
  By using the Jump to Dialog to move to a specific time in the project. 
CTRL+J (or CMD+J on Mac)
  Where you jump to will depend on the format
  you enter. 36. (36 followed by a period or full stop) will move you to
  bar 36 beat 1. 36.3 will get you to bar 36, beat 3. 36.4.25 will get
  you to exactly a quarter way through bar 36, beat 4 (the 25 being a
  percentage). Alternatively, if you enter 36: (36 followed by a colon),
  that'd dump you at 36 minutes. 36:3 would get you to 36 mins 3 secs.
  Tbh, I'm not sure what our other example of 36:4:25 would do and I'm
  not in front of Reaper to try it, but my guess would be something to
  do with MS.


  Regarding your 6/8 issue:
  Try selecting everything in the project with CTRL+A,
  Then go into project settings with ALT+Enter.
  Under the Project setting Tab, you can enter 6/8 as the time and then 
Navigate to OK  and press enter to save your settings.


  If the above doesn’t work then you  may need to  create a new project,
  Go Into Project settings with ALT+Enter.
  Change the Time Signature to 6/8, Tab to ok and press enter to save 
settings.
  Then Import your midi.


  If Neither of the above works then your midi data probably has a time 
signature marker that its importing with it. In that case at that point in 
th project you will have to insert a new time signature marker and change it 
to 6/8 there.
