[RWP] Adding effects to an item in raper Version 3 using ReaAccess

Yep. I sometimes use an empty track as an effect template creation 
device, then dump just the effect onto the item once I've gotten it just 
right, then delete the now unneeded track, as it's easier to tweak 
effect parameters from a track than an item.
