[RWP] Time stretching on item

Hi.
First method:
1. Open item properties by pressing f2 or shift f2 i don't remember
2.look for item rate or something similar
3. change it as you wish.
note: When you changes item rate, it length is not changed.
Second mothod:
1. press f4 to enter action list
2. create new hotkey for "move and stretch item to time selection" or 
something similar
3. select amount of time when you want to fit your item.
4. select your item and press key which you set in action list.
Note this method moves item to selected item position and stretch it so 
if you want to make it faster set start of selection to start of your 
item. In this method length of item is changed so there are no problems 
with looping etc
