[RWP] new reaper

Window-eyes despite all it's faults is still superior when mousing around.
YOu need all screen readers if you want the best.
access.

I hate this sort of stick the head in the sand attitude that proponents 
of screen-readers tend to have,
I see this sort of thing in the even the devs of window-eyes, it's like 
they live in their own universe.

Window-eyes works fine with reaper, not the 64 bit version maybe, but 32 
is fine,
and there are some things it will see that n v d a does not


Re-access works best with 3.78 which it was designed for, other have 
found work arounds for the 4 series, but some menus and such are broken.

The main difference is that most of the plug access developers who 
bother with reaper at all,
most reaper users don't want to pay for anything,
they are developing access for reaper 4 because of technical reasons on 
how vsts are displayed.

So you kind of have to choose between better re-access implementation or 
access to what plug-ins development exists.
