Hi kelly,
I had same problem on my 64-bit windows7.
You will solve it if you install 64-bit reaper but not the portable version.
Then open it up and close, then run reaAccess and it should be installed.
That's how I solved it.
Simple, but it was just annoying how much time I needed to get it to work.
