wow, I just fixed it, apparently. At least for playback. It needed to be
on wdm kernel streaming.
One more question about playback.
Is there a way to tell reaper to automatically track which device is the
playback device for times when I'm switching soundcards, like when I'm
working on something late at night when everyone else is sleeping and I have
to use headphones?
sound forge does this but I notice that it doesn't happen with audacity or
reaper that I can tell.
It's not a dealbreaker or anything but I thought I'd ask in case there was a
way to do this.

Hey Ken,
In Preferences/Editing or at least a category very close to that, you'll
find a checkbox that controls whether Reaper moves the insertion point to
the end of files when you insert them. Uncheck it, and it'll behave how
you'd like.
