It's the Matrix View loop player in Sonar 8.5.3.
You insert almost any format of music file, speech, noises, .wav, .mp3.
Rex Files, midi files, into cells on a matrix, like a grid of lines and
columns.
It's all well-labeled, and inside a cell you have a bunch of options as
to how a loop or file plays, and a place to assign it to a key on your
midi keyboard.
Actually you just press a key and it gets assigned to play that loop.
You can assign as many keys as your keyboard has.
Since it's in Sonar, it is subject to Sonar's great specs and features
and may also be subject to Sonar's occasional crashes as well.

I don't see why One couldn't set reaper as one of the audio editors in sonar. And either using rewire or if your interface has enough i/o you can route out of sonar's matrix view into tracks on reaper should you so choose. On the mac this would be done a little easier with something like sound flower.
