If you are trying to trigger standard reaper actions with midi, find them in the actions list,and assing the appropriae midi key to trigger it. the getting started page on www.reaperacc.es explains how to assign either keyboard hotkeys or midi to actions. As for figuring out how to trigger loops or etc I can't really explain that part without a dive into the manual, so thats probably a good place to start yourself.
