[RWP] Should keystrokes be passed through when using plugins in separate windows

It's not in the FX window itself. If the behaviour is the same across
platforms, when you're in the FX window, hit whichever command you
prefer to get you to the menu bar, and there should be an FX menu
present that only comes up when the plugin UI is the active window.
That's where the Send all keyboard input to plugin lives on windows at
least. If it's not the same, maybe search the actions list for it and
assign a keystroke?
