Hi & Greetings from The Great Southern Land

Just as an addendum to Indy's post...

To load a Virtual Instrument on a Track

Select the Track you wish to have the Virtual Instrument on by Cursor Keys 
Up & Down
Go to the Track Menu
Select Insert Virtual Instrument ( Virtual Instrument Dialog Opens)
My ScreenReader (SystemAccess) is already Focused in the Filter
Type in the VST that you require such as Omnisphere, or Ivory
Control plus TAB takes you to the List Field
Your VST is sitting there ... Cursor down to bring it to Focus...
Hit Enter

Your VST is loaded with its interface Opened...

Doing it this way, the Track is already armed, so all you need to do is 
start playing...

Simply Hit Escape to exit the VST...

Loading all plugs is the same, or almost the same in Reaper, all versions.
To load a soft synth while in track view, the view where you can arrow
from track to track, pressalt+I.
This insert dialog is also used to insert a mp3, .wav, and also used to
insert a .mid midi file, 20 different sorts of inserts in that list.
To insert a soft synth, or virtual synth, arrow down 2 spaces to insert
virtual instrument on new track and press enter.
You get the load dialog.

Note: before trying to load a soft synth or any other plug; you should
already have told Reaper where to look for your soft synths.
In Options/preferences/VST there is an edit field you tab to where you
type out the entire path to where you store your plugs.
I keep all 67 plugs I use in this path:
C:\Program Files\Steinberg\VSTPlugins\
and; if I'm installing a big plug that might scatter its components all
over that folder, I add a folder just for that plug after the final
backslash.
If you keep plugs in more than 1 folder; type the entire path to the
other folder and seperate the paths with a semicolon.
Okay, back to the insert plug dialog.
After pressing alt+I, tab to Insert Virtual Instrument on New Track and
hit enter, and you're in the insert plug dialog.
In Windows 7 64, this is a tree layout.
Tab down a couple of places till you hear instrument.
This is the entire list of all instruments in Reaper.
To narrow your search, arrow up to JS, for Jessusonic instruments, VST,
for effects plugs, VSTI, for soft synths, and there are DXI and other
folders above that for other types of plugs.
Now; while arrowed to VSTI; press the tab key once and the list of
instruments in the VSTI folder is displayed at the arrow keys.
It would be nice if you could use initial letter alphabetic selection in
that list, a good excuse to join the Cockos forums and vote for that
improvement.
But , no, you don't get that convenience; you're at the top of the list,
and you need to arrow down through the list to the desired soft synth
and hit enter to load it.

Notice that after the soft synth loads, you are in the effects chaining
page, where you can  tab to a list of presets for that soft synth, if
you're lucky, also where you could find parameters you can tweak, when
you tabb to Param and right click, and follow the dialogues.

After loading a soft synth, first try sending program change messages to
it from your midi keyboard, which works on many friendly soft synths.

To return to the track view, press escape.
To return again to the FX chaining view, while the soft synth's track is
selected, press F.
I'm leaving out some other requirements of all daws; like, you need a
midi keyboard to play notes on the soft synth, it must be transmitting
on the same midi channel as the soft synth, you must provide an output
device for the soft synth, like the synthesizer in your midi keyboard,
or even the default Microsoft Wave Table synth, or you won't hear
anything when you press a key on your midi keyboard.
