David Shortland's method to go to the Reaper built in midi editor; to
either edit note events or quantize item:
Here's the method:
1. Select the midi track with up down arrows.
2. Select the item to be quantized with ctrl+shift+right or left arrow,
depending on where the item is in relation to where the cursor is; or,
select the item with shift+A.
3. Press ctrl+alt+E; echo; to bring up the midi editor.
4. press enter.
5. Press Alt+V; victor to select the Mode Event List. You only need to
do this once per session, it stays selected.
6. Now you're in the onboard midi editor, where you can edit individual
events per note; along the track's timeline.
Each note is a sort of bundle, with its position along the timeline, and
includes the notes pitch, octave, midi program number, velocity, note
length, etcetera, not necessarily in that order, but all the note's
events are clearly labeled.
While on a note; tab down to find events, and look for edit fields at
your arrow keys.
Or; you can ; quantize the whole item.
To display the quantization menu; press the letter Q; as in quantize.
You get a long list of quantization options at your tab key, with
choices or values at your arrow keys; like; for instance; whether to
quantize to the grid you selected in advance; or to quantize manually.
Here's how to change the grid selection, right here in the midi editor:

You can select quantize manually, then tab down in this midi editor
dialog and find the grid settings.
Select a grid setting, which is the same as note length for quantization.
You'll know that you're tabbed to grid settings when you find
thirty-seconds, sixteenths, eighths, etcetera at your arrow keys.
After arrowing to a grid selection, then tab back up to where you
selected Quantize Manually, and now change your selection to Use Grid
Setting you Selected Previously.

Now you can continue on with quantization by tabbing down to various
options; like notes;
events ; note position; note length, etcetera.
You get percentage of quantization, note ends, note beginnings and ends,
all the usual quantization options all daws usually have; too many
options to list them all here.

Final step, click on Commit to apply quantization and return to track view.
Note: If your quantizations don't seem to change your music, you need to
look for another step, which comes after Commit; an OK button on the screen.
Try just hitting enter on Commit first, then listen to learn if your
quantization worked.
If quantization did not work, here's where you have the fun of scanning
the screenwith your Jaws or PC cursor. Wineyes mouse pointer, or
NVDA's object navigation at the number pad; looking for that OK button
When you find it, left click it at your numberPad.
Maybe quantization will take place for you by just hitting enter on
Commit; without clicking on an OK button; but; if it doesn't, look for
that OK button and click on it.
Maybe someone else can refine this method so it works with only clicking
enter on commit; or can get the OK button to appear by tabbing within
the Quantization dialog.
