I've already written for SurfaceReader - at the moment this is some c++
header and source files, but I have a friend working on converting it into a
stand-alone tool for Windows/Mac that I'll distribute as a freebie binary
for projects such as this.

I don't know anything about programming, but I can answer 1 or 2 of these
questions.
You can trigger another following action with a Reaper action, no limits on
how many you chain together; so a single initial shortcut triggers them all.
While chaining actions you can set conditions, like wait so many seconds, or
wait until such and such is complete to trigger the subsequent action.
Some of ReaAccess's actions are displayed among the standard Reaper actions.
I can't tell you where to find them in the actions list right now, but I
remember some that begin with the word say, so if you put that single word
in the actions search box you'll find some of the ReaAccess actions.
Reaper includes several default macro programs; one you can find in options
ctrl+P.
JS jessusonic also has its own macro program.
Also, there is the SWS standing Water Studio actions list, which easily
doubles the default number of reaper actions.
I only looked at how SWS works for a few minutes, but the SWS language
looked very simple to me, only a punctuation mark and a few short words does
a lot.
