I am also able to get this working in 3.76.
Not sure if this was mentioned, but if you are using audio and reduce the
length of the item from the original source size, i.e. from 4.0.31
(measures, beats...) to 4.0.0, make sure you glue the item in order to save
it at the new length.
Then change the 4.0.0 to 16.0.0 and Boom, it loops 4 times.
Should work!

This must be one of those things that works when you've done it and
believe in it, mojo, in other words.
I tried it with uneven length original item, and it works.
I think the clue is in having project settings set to
measures/beats/length, but; after the procedure; selecting the stretch
length item again just before pressing play is essential, or you'll only
play the original length.
It really isn't worth banging the head against the brick wall, just copy
and paste, a good old method that only requires seconds and ctrl+C then
ctrl+v.
