[RWP] tempo question

There's a setting in preferences you can set to make it not go to the end all the time.

  Make sure you're at the beginning of the beat with the arrows. Reaper
  moves your edit cursor to the end of the thing you pasted, and so when
  you move to another measure, it probably isn't being pasted at the
  beginning of the beat as you wish.
