[RWP] tempo question

Thanks to all of you for helping me with my questions.  I have almost finished my project but need another answer.  
Starting at measure 21, I need a cowbell on the second and fourth beat.  I insert the cowbell file at beat 2 on the 21 measure.  Then, I do shft-A to select it.  Then, I copy the selection to the rest of the project through measure 32.  The cowbell file doesn't have imbedded tempo, it is only one beet.
The result is perfect for the first selection, but the rest of the beets are off.
My question is, is there a way to fix this without having to nudge everyone of the cowbells to get them right?  If there isn't, then how does the nudge process work?
