[RWP] the up and down arro keys are not changing parramiters like they should be doing

hey all i have a problem with reaper and i'm not sure how to solve it. 

my problem is this when using the aero keys to change parameters for example the track volume and the values in rea eq the aero keys do nothing when pressed does any one know how to solve this problem? i'm running the latest versions of reaper and reaaccess in windows 7 64 bit
