In reaper preferences select the Video/Rex/Misc and navigate over to importing media with embedded tempo, and change the drop down box there to always prompt when importing media with embedded tempo. This will allow reaper to ask you if you want to import item at project tempo, or its own tempo. If you think you will always want to import them at project tempo, you can select that option from the drop down menu instead. This should allow you to use the insert media dialog box and have the loop snap to project tempo and play back with the other loops in the project in time.
