Alright before cat fight breaks out here,… Yes there is a way to do this on the track level. It involves a bit of a hack. First select all the items on the track, (there is an action for select all items on all selected tracks, look it up in the actions list and assign shortcuts as needed) Step 2 may be skippable, try it and report back if it works with out doing this. But step two is glueing all the items on the track together to make one item. Then Step 3 is  using the hotkeys Indie described or in item properties  to change pitch for all items on that track. Alternatively there are pitch plug ins that ship with reaper. Go to the add FX dialog and filter with the word pitch and you will find all the pitch VST plug ins that reaper ships with. Play around with those and i am sure you will find something that suits your needs.  Indie can probably explain better how to get into the FX dialog box and navigate around with ReaAccess.
