[RWP] media explorer

Why not just temporarily go outside Reaper by pressing windows+m to go 
to the desktop, then navigate with explorer as usual to where you keep 
your loops.
Select the desired loop then press ctrl+C to copy the loop to windows 
clipboard.
Then press tab to get back inside Reaper, and paste the loop into a 
track with ctrl+V.
Nudge the loop back or forward if it's not in the right place
If the loop is exactly an even number of measures in length it will 
remain in time with other tracks as it repeats.
