Hi,
Welcome aboard.
Did you install ReaAccess, at www.reaaccess.com
The printed manual doesn't completely apply to the actions you do in 
ReaAccess.
First install a track with ctrl+T, or you can choose instead to insert a 
software synth or virtual synth onto a track.
Press alt+I, then arrow down the menu to insert virtual synth on new 
track, and follow the navigation to where you keep soft synths.
Press enter on a VSTI soft synth and it will appear on its own track.
To load an effect, select the track with the synth by arrowing up or 
down to it, then press F.
You'll be in the effects load dialog.
Use your tab and arrows to navigate to where Reaper keeps VST effects, 
like ReaEQ, REAComp, and others.
Press the enter key on one of these and it will be loaded and the output 
of the synth track will feed it.
In the FX Chaining page where the effects VST loads, you'll find 
parameters at your tab key, and you can tweak the parameters at your 
arrow keys, and hear the changes in realtime if the synth is playing on 
its track
