[RWP] hello I am a new member.

I get the monitor input menu as soon as I reach the mixer dialog with up 
arrow; let go of ctrl and hit applications key.
Above mixer dialog is VU, which gives me the VU meter settings when I 
let go of ctrl and hit applications key.
Above VU is more about mixer, I think this is the top selection; which 
also works to give the menu that begins with monitor input.
It's no go at Track View, also no go at Status, also no go at Time Line.
You need at least 1 track inserted, which can be empty, for the ctrl+up 
arrow fix to work.
