Yes, that's right, all the way up works every time.
It's 1 up arrow press more than I need, but doesn't matter, just press 
up arrow till you get all the way up, then let go of ctrl and press 
applications key.
Works perfectly, and you only need to do this 1 time per session in 
Reaper, and the fix sticks so next time in that session just press the 
applications key to get the menu.
