Chris, you got it right earlier. Reper was designed by programmers, who 
might even happened to be musicians.  Or, maybe they just had friends who 
were.

The thing is, sometimes that is exactly what you would want.  Consider that 
your channel slider is nominally 0 db, which is just fine for most of the 
mix.
When you touch up with automation, very often you are just trying to twiddle 
one little passage.  And then, you want to go back to the standard 0db level 
that you  were generally happy with, except for this passage you just 
twiddled.  This just puts it back there for you when you drop off.  So, you 
don't have to worry about untwiddling.  That seems like a normal course of 
events.
And, with this action, you have the option to tell it otherwise if you want.
