What I'd do is iimport it as the correct bpm and slow it down with the 
relevant keys in a blank project and export the loop.
Then import it to your project.

The keys used for time and pitch are shift and 3 through 0 of your top 
number row.

In your project settings you will have options to pick which elastique mode 
you want and how phase coherence and such is dealt with.
