[RWP] Enhancing ReaAccess

Yes, a while back I added hot keys to actions, following a scheme to 
turn Reaper into a loop recorder, but didn't like it, so reversed it.
I'm excited to think that the ReaAccess keymap might be opened, so we 
can alter and add to ReaAccess hot keys.
I've yet to try it; maybe today.
