[RWP] considering purchasing the behringer BCF2000 controlsurface, but have a few questions

There's also bound to be a midi filter somewhere in Reaper, so you could 
filter out nrpn's coming from your controller, I would think.
I'd google cockos reaper nrpn and learn what the forum geeks do with nrpn.
I doubt Reaper can't be made to use any type of midi message for some 
purpose or the other.
