I don't know what screenreader you're using, but if it's Jaws or
Wineyes, and maybe tap tempo will work the same in NVDA, but I just go
to the screen review at the number pad , find tap tempo, then just left
clickat the numPad at the tempo you want and Reaper moves to the tempo
you tap, like drum machines do.
It does something like average the time between the last three taps to
set the bpm or tempo.
If you read the screen with your numPad cursor you'll find the new tempo
bpm that you have tapped in.
You can then save that tempo in project settings, alt+enter.
Tap tempo is great for getting at least very close to the tempo of a
loop you insert, like maybe a drum loop, if you then want to build a
song around that loop.
Reaper also detects transients; like the volume peaks of the kick drum,
so transcient detection can get the bpm exactly on, but tapping in the
tempo is often plenty close to the correct tempo.
As for setting metronome volume, click on configure metronome in the
options menu and you'll find various metronome settings at your tab key.
Be sure to tab through all the tabs and put checkmarks with spacebar on
exactly what you want before exiting with escape, there are many settings.
