Hi,
you can use any noise reduction system you like: just asign your external editors in Reaper preferencies and open your audio items in Sound Forge or in Adobe Audition or in other editor you prefere. This way lets you edit audio in details and compaire the result in opened Reaper project
As to noise reduction applications, the cleanest and the easiest to my modest mind is IZotope RX. It is accessible with NVDA. The only thing is its slow work. It's better to process file twice using new noise learn result after the first time.
