Ok I figured out that in latch mode, if you try and do volume and set a 
point before another volume automation you will get a fill that goes between 
the two points.

But in touch mode, you can make snapshots and though the volume levels won't 
read, you can see what they're set to with the mouse.

Window-eyes works this way anyway, haven't tried flat review in reaper yet.

But it appears we can make set points this way and they stay put.

So I'm gaining on this strange beast a little.

One should not have to cut up audio just to change volume, that is just so 
too
aggressive.

For big changes maybe, but not for nudging a word up here and there.

So in summary, touch mode seems to be the ticket here.
