Adrian, I first insert a track with ctrl+T.
Then arrow to that just inserted track, then press F.
You'll immediately find yourself in an insert effects plug dialog, where 
you can browse to where Reaper keeps its plugs, including any plugs you 
have placed in your own VSTPlugins folder.
I use C:\Program Files\Steinberg\VSTPlugins\
for third-party plugs; because it's the most standard location; and is 
recognized immediately by most plugIn  installers.
Once you browse to a plug's name; just hit enter on it and it will load.
You'll still be in Reaper's FX Chaining Page, where you can often find 
parameters of the loaded plug at your tab key.
Look carefully at those parameters; like maybe there's an edit box at 
the arrow keys, and sometimes you get a list of presets at the arrow keys.
There is a combo box at the tab key that doesn't always display all the 
presets of an FX plug.
Press ctrl+up arrow; then Page Down and the preset list will show up in 
that combo box.
To return to track view press escape key
To return to the FX Chaining Page from track view; use up/down arrows to 
select the track with the effects you want and press F.
