I was re-reading your message, and I remember you must have the control 
surface physically plugged in and its power switched on before opening 
Reaper; for all the controls whatever to appear in preferences/control 
surfaces.
That might also be true when trying to edit OSC for a particular control 
surface
I found assignment tricky, mostly done by fishing around at the numPad 
in Wineyes, even when the control surface is up and running.

It's been so long since I assigned a control surface I've forgotten the 
details you find by probing at the numPad.
Maybe I won't use OSC; ust use MiJoy Pro 4 to assign standard midi to 
any sort of gadget.
These joystick assignment utilities aren't limited to game joyPads, 
anything with keys, buttons, knobs, jogwheels, scrolling wheels, faders; 
can be assigned to send a full choice of standard midi.
