[RWP] What is OSC?

I don't know, only know OSC is in ongoing development, so maybe Open 
config directory was required earlier, just guessing.
It looks easier than that now, just click on the OSC files in Program 
Files/Reaper/installed data/OSC; open with your favorite text editor.
