I'm not sure about changing Reaper's default behavior, but you can try Ripple Editing. Pressing Alt plus P a couple of times would cycle you through different options.

cool Kevin thanks for the help i do press shift plus a in some instances i will try it and see if it helps here :) in the mean time does any one know how to change reapers default behaviour so it only edits items on the track your working with instead of editing items on all tracks?
