[RWP] Again Midi

I don't know QWS, so I can't answer why Reaper only played 1 measure 
instead of all 4.
All recordings in Reaper are items, that's the term in Reaper for recordings
When you start then stop recording, you create an item.
An item resides on a track, but a track can hold 1 or many items.
A step recording also will create an item.

An audio recording or a midi recording are both items.
