It depends on the VST plug you have loaded.
Some display their list of patches or presets on the FX Chaining page.
Others respond to program change messages sent from your midi keyboard.
Just press or twirl whatever changes the internal sounds in your keyboard.
If you're lucky, the preset in the plug will change.
Banks are another story.
Maybe you can transmit bank change messages from your midi keyboard.
Or, you might bring up the Reaper preset and bank load/save dialog and
navigate to where the plug is stored, and if there are banks in its
folder, you can load a new bank of presets.
Sorry, I'm not at Reaper this second, maybe someone else can tell you
how to locate the unlabeled button to click on in Reaper's FX Chaining
page to bring up the bank/preset load/save dialog.
