[RWP] o t reaper qws or other program to use as midi moniter?

hey all i'm looking for a midi monitor program for windows some thing that can monitor the behaviour of external midi hardware when connected to my computer some thing that can tell me what tempo the hardware is running at and what midi messages it is transmitting would reaper or qws do the trick? or can any one  recommend another program? 

your help with this question would be most welcome kind regards trahern.
